Exchange 2007 Restore-mailbox fails

I am running Exchange 2007 SP3 on Server 2003. I created an RSG, restored the database using ntbackup, and mounted the RSG. All these steps had no errors.
When I run the restore-mailbox command I get the error:
MapiExceptionCallFailed: Unable to open message store. (hr=0x80040fff, ec=-2147217409)
I can see the mailboxes in the databse by running get-mailboxStatistics and browse it using the Database Recovery Management tool.

Hi
According to your error, you are trying to restore mailbox from RSG into alternate mailbox which is on Exchange
2010/2003 or broken exchange 2007.
Please use local Exchange 2007 mailbox as target mailbox when performing restore to alternate mailbox.Terence Yu
