Yes, it is.
You can create a Visual Studio project that connects to an XML file and returns the entities. Scot details exactly this in Chapter 7 of his amazing book: http://www.amazon.com/Professional-Business-Connectivity-SharePoint-Programmer/dp/047061790X

Hi,
