Internal Error 2738

I run Windows 7 on my desktop. Whenever trying to install software it fails and the message "Internal Error 2738" appears. I have on numerous occasions re-installed at the Command Prompt "regsvr 32 vbscript.dll" and a successful prompt appears, however, still cannot install software.
