Try to simply do a metadata cleanup for this broken BC2. To do that, open ADUC console on a Windows Server 2008R2 and go to "Domain Controllers" OU. Select BC2 computer object and delete it. Then metadata cleanup will be than automatically and transparently to you. After all re-run DCDIAG again.
In case, if you want to do that over Windows Server 2003 then you may follow an article on my blog for that at

Hello,
your description is not that clear for me. Is BC2 not longer existing in the domain? If yes the metadata cleanup is required including check/clean from the DNS zones and zone properties(Name server tab) and AD sites and services. More details in http://msmvps.com/blogs/mweber/archive/2010/05/16/active-directory-metadata-cleanup.aspx

You can remove the BC2 either gracefully or forcefully. If you are removing a DC using /force removal, you need to perform metadata cleanup too. Before demoting a DC, make sure you transfer all the related services to the other working DC.

Since you have promoted Win2008 server you can also perfrom metadata cleanup using GUI to remove the instances of faulty DC(bc2)
http://technet.microsoft.com/en-us/library/cc816907(WS.10).aspx
Once done check the dns,AD sites and services to ensure that instances of faulty DC does not exit.
1.To remove the failed server object from DNS
1. In the DNS snap-in, expand the zone that is related to the domain from where the server has been removed.
2. Remove the CNAME record in the _msdcs.root domain of forest zone in DNS. You should also delete the HOSTNAME and other DNS records.
3. If you have reverse lookup zones, also remove the PTR record of the server from these zones.
2.To remove the failed server object from the sites
1. In Active Directory Sites and Services, expand the appropriate site.
2. Delete the server object associated with the failed domain controller. As you have promoted Win2008 server I would recommend to trasfer the FSMO role to new Win2008 DC and configure the authorative time server on PDC role holder server.
Transfering FSMO role:http://www.petri.co.il/transferring_fsmo_roles.htm
Configuring Authorative Time server.http://support.microsoft.com/kb/816042
Please also make sure that udp port 123 which as direction the chosen NTP server is not blocked.Hope this helps
