Virtual machine CPU next to 100% but host CPU next to 0%

Hi all,
I've a physical host with 2 cpu each with 6 cores, 12 considering hyperthreading. Operating system is Windows 2008R2 SP1 Datacenter Edition. On the top of this host there are several virtual machine. One of theese have 4 vCpu assigned with no CPU reservation and no CPU limits. On the virtual machine I've CPU utilization close to 100% all the time but in the meanwhile the host have CPU utilization close to 0%
Why?

The host may show 0% because of hardware virtualization (Intel VT-x or AMD-V). Since the hardware (CPU in this case) is abstracted from the guests, the host may not show any of the utilization from the guests.

Hello Andrea,
On the VM , can you check which process has highest CPU rank? ( Task Manager )
Do the host and VM have up-to-date patch and updates?
