I want to change my sharepoint look and feel. I dont want the user to feel the look and feel of sharepoint
please help me on this

Hi,
You can create or apply a theme to your site to make it look the way you want to. There a few free ones out there. But I have yet to come across or needed a theme that truly gets away from the sharepoint look/feel. But I'm sure it has been done. Try Google for some themes there are many companies out there that can help.

- CSS
- Themes
- jQuery

Hi,
There are many ways to do this.
1. You can have your customized page layout for a set of pages you want to display in standard way.
2. To show same content on every page you can implement master pages.
3. You can apply your own theme.

You can create Page layout without change the Master Page.
Below is the link which explains step by step creation of PL
One drawback of PageLayout is you can not apply the Page Layout to OOB forms for e.g. OOB list form.
Instead of creating PageLayout I would suggest you create MasterPage & different CSS.
