GPO Error 1058 After SBS 2003 > 2008 Migration

Hello all.
I inherited a domain which I attempted to migrate from sbs 2003 to sbs 2011.Since the beginning there has been bugs in the migration (including force demotion of the 2003 box). Well the SBS 2011 box is functional up to this point, but I am getting error 1058 OpCode 1 when updating group policy.
Here is a snipped of the errors from the machine I attempted to use gpupdate on

ered:The processing of Group Policy failed. Windows attempted to read the file \\silv
erwings.local\sysvol\silverwings.local\Policies\{31B2F340-016D-11D2-945F-00C04FB
984F9}\gpt.ini from a domain controller and was not successful. Group Policy set
tings may not be applied until this event is resolved. This issue may be transie
nt and could be caused by one or more of the following:
a) Name Resolution/Network Connectivity to the current domain controller.
b) File Replication Service Latency (a file created on another domain controller
has not replicated to the current domain controller).
c) The Distributed File System (DFS) client has been disabled.

rom the command line to access information about Group Policy results.
I searched around and found some similar threads and I am open to suggestions,

Mittwoch, 6. Juni 2012 09:05If you do a gpupdate /force on the 2011 server itself do you see these event? Or do you see an event Scecli 1704 saying that all GPO's applied?

I have not run it on the server yet but I get this from every workstation I try.
I will try this after hours (6 pm EST) today and report back.
edit: upon further review, if I gpupdate /force on a workstation, the server logs that same error message as well. will still try though.

Are you able to access this from the server?

If it still cannot work, please also follow the troubleshooting suggestions the following Microsoft KB article provides:
Userenv errors occur and events are logged after you apply Group Policy to computers that are running Windows Server 2003, Windows XP, or Windows 2000

sorry for the delayed response, I had to wait till this weekend to begin.
I performed a metadata cleanup following these instructions:

error is still there.
I can't seem to find a technet article for recovering from failed sysvol replication on sbs 2011, if anyone has that or can point me in the right direction I would appreciate it, thanks.
I will check event viewer for file replication errors.
