    That would be nice in right middle or bottom corner as there is space.

    I agree to this.
    This can be a nice feature. Give the moderators the right to set up the polls. and the users could send in their ideas which the moderators could decide.

    I think it's better to give freedom to the user. Moderators can always delete a poll (if they have a reason to do that).
    In other forums polling is made very simply: any topic has several additional fields:
     - checkbox "Add poll",
     - textbox "Answers" (containing possible answers separated with semi-column),
     - checkbox "User is allowed to add his/her own answer",
     - checkbox "Polling is anonymous",
     - combobox "Duration" (with items like "1 day", ..., "1 month", "Unlimited"),
     - checkbox "Show results only after polling is finished",
     - checkbox "User must vote to see the results".
    The set of these fields varies from forum to forum. Anyway, it's easy and quick to create a polling.
