  First I am not a licensing pro ;-)
  It depends on which System Center version we are talking about.
  

  System Center 2012 version:
  SQL Server license is already included in the System Center 2012 licensing model -> Licensing FAQ - Microsoft
  
  Current version of System Center products as far as I know:
  For some/all System Center products you can choose "with or without included SQL server license"
