Format Windows Drive While Boot CD Not Recognizing

I'm having a bit of a strange issue. What I am attempting to do is format my C (Windows 7) drive, in order to reinstall Windows from the installation disc.
Here is my problem. Whenever I try to boot from the disc, it just loads Windows normally and doesn't launch startup repair or anything. My thought is that this is due to the fact that my DVD drive, while fully functional, is not compatible with Windows 7. I know it works as when I first bought the PC it installed Windows7 just fine, so my thinking is that if I can get my C drive formatted, I will then be able to boot from the Windows disc and install.
Can anyone give me advice on how to do this. I can't seem to find any option in startup that will allow me to do this. I also do not have additional DVD, CD or Blu Ray drives that I can install.

Reboot PC and enter into the bios setting.
Select boot priority to CD/DVD and Reboot again .

Adding to Dominic and Nani3, you can obtain more detailed information from Start your computer from a Windows 7 installation disc or USB flash drive.
Specifically, please note “To change startup settings in your computer's BIOS” in this article.

As i refer your issue my advice
1) Repair your computer from booting F8 (special key) and then select repair computer [startup repair]

Format your Drive
2) For Format the drive from booting just press F12 or F10 (special key) it's asked from which boot either CD/DVD or hard disk ---DeLL or if you familiar how to enter the bios depending on the brand of PC the different special keys to enter to bios. select first boot perioty CD/DVD.
