VXP Installation issue

  I have a Win7 instalation along with the beta Virtual XP loaded - I am currently testing our Application Installer for compatability on this platform.
  When installing on the Virtual XP the Installer proceeds to a point where a popup Dialog Box appears.
  Title: Windows File Protection
  Text: Windows files must be installed for your installation to proceed. Insert your Windows CP Professional Service Pack 3 CD Now.
  Obviously I don't have the CD because the OS is pre-installed in the VHD and I don't see a ready source of the CD from Microsoft.
  I did find an XP SP3 installation .exe at SoftwarePatch.com, but that is a .exe and not an ISO of the OS, so I couldnt use that in this instance.
  However, I did use it to upgrade a WinXP running under Virtual PC 2007 and that upgraed OS ran our installer perfectly, hence the issue seems to be confined to your Virtual XP running under Win7.
  
  When I cancelled the dialog (the only choice I could make without the required CD) I found that the installer failed with error 1933 - "The windows Installer cannotr update one or more privileged windows protected files - SFP Error 1223 List of privileged files etc..." the files were the Windows Fax service Dll's under System32, which we deliver to automate the installation process of that service for our clients so they don't have to go to the OS features area.
  
  What do I need to do to get through this issue?
  
  Considering my upgraded XP SP3 under Virtual PC 2007 doesn't seem to have the problem, does that mean that we need an XP SP3 install CD to manipulate features not pre-installed on the VHD, or is it just a bug that I need to wait for a fix?
