Multiple GPO for Drive Map Preferences

I am running Windows 2008 R2 DC's in 2003 native mode. With that I am running into issues with GPO's not being applied properly. For example I have a GPO for all of the domain and there is a drive map preference to map public drives accessible to all users.
I then have OU's for each branch we have with separate GPO's for printer and drive mappings. The printers are mapped, but the drives do not get mapped. No errors from what I can see in the event logs, but gpresult /R does not show any mention to the GPO. If I change and put the drive map preference at the top of the domain it works just fine. Though I'd rather keep it separate if possible, any thoughts?

Hello,
Where did you link your GPO?
What is located in the OU where you linked the policy?
Computer Accounts or User Accounts?

The GPO is in the OU example OfficeA has it's own GPO specific to them, and in there are only computer accounts. The item level targeting is looking for group membership for the drive mappings.
If I link the GPO to the domain it then maps OK, is this the best practice? I assumed that was not necessary, or is it because I only have computers in the OU and not users?

Drive Mappings are user settings.
Therefore you need to link the policy to an OU where use accounts are located.
Another way would be to user GPO Loopback:
