Group policy computer configuration not working

I have setup serv2k8r2-x64-Sp1 as test domain controller this machines is built in Hyper-v for test env\
after configuring group policys i have noticed that computer configuration settings are not working.
any idea how to enable it

Hi,
Since you have configured the Password Policy and it didn’t work properly, would you please let me know how did you configure the GPO and where did you link the GPO to? Please understand that the Account Policies settings in Group Policy are all applied at the domain level. Each domain can have only one Account Policies setting. The Default Domain Policy is the policy that is enforced by the domain controllers in the domain by default. The Account Policies setting must either be defined in the Default Domain Policy or in a new policy that is linked to the root of the domain and given precedence over the Default Domain Policy. These domain-wide Account Policies settings (Password Policy, Account Lockout Policy, and Kerberos Policy) are enforced by the domain controllers in the domain. Therefore, domain controllers always retrieve the values of these Account Policies settings from the Default Domain Policy GPO. If you have linked the Password policy GPO to other level, it may not work properly.

i have configured password policy and link to my current domain. and added group in to it but only computer configurations are not working
user configurations are working properly
Also i have windows 7 Enterprise x64. i have configured all users as power users.last day in my office there is power
loss and system get restarted. after booting systems user will not able to create file or save file on D:\ drive
all users rights are proper then i have to run scan sfc then it's starts working is this happen because of i have configure users as power user through group policy
