I checked permissions on the VHD and I set them very loosely, everyone has full control, system has full control, domain users have full control. This is Windows 8 Enterprise Hyper-V.

Hi,
Try to do this:
Open local group policy editor (gpedit.msc), navigate to Computer Configuration\Windows Settings\Security Settings\Local Policies\User Rights Assignment\Log on as a batch job. Add local administrator on the Local Security Settings on Log on as a batch job. Open command prompt and type gpupdate /force.
I hope this will solve the problem.

Freitag, 23. November 2012 20:58the local admins group was already setup in there. though there maybe a domain policy blocking, i will contact our CTO and ask him, since he is my father i should be able to get a response fairly quick, though it is a large company.

Hi,
No local admin group. Add local administrator (domain user who is local admin on that PC)

Hi Devon,
For test purpose, please assign everyone Full control on F:\Hyper-V\Virtual hard disks folder and inherited permissions. See if this works.
If not, please let me know if F: is a SATA drive using 5th SATA port ( RED SATA eSATA 4) on Intel DH67BL & DH67GD motherboards.
Thanks.

I assigned "Everyone" group full control of the directory and I still get the same error.
My computer is a Dell OptiPlex 980. The F:\ drive is eSATA. I only have one eSATA port.

Donnerstag, 29. November 2012 13:31Hi , Please try to disable audit policy for removable storage if configured. Remove the policy to enable Audit object access from the machines. a. Open rsop.msc – and scroll down to – Computer Configuration > Windows Settings > Security Settings > Local Policies > Audit Policy. Cnfirm that the Object access policy shows “not defined”. Then try creating the VM. Thanks.

Hi Devon,
Please backup the data first before troubleshoot. Does the former post work? If not, I would like to know if you put the vhd file to local C: and create a new VM, does it work?
Besides, please let me know if F: is a eSATA drive on Intel mainboard. If so, update the latest BIOS and firmware.
Thanks.
