    On my 2008 R2 servers; I use wsus to push out updates to my 2008R2 servers. I have it step up in GPO to do not install automatically, so we logon as admin to install. But now I login and I see you have updates to install so I click but there is no install button in the dialog box. I have a work around I have to go to the registery and edit: HKEY_CURRENT_USER\SOFTWARE\MICROSOFT\WINDOWS\CURRENTVERSION\POLICYS\...CLICK EXPLORER AND ADD 0 TO NOWINDOWSUPDATE VALUE. Then I see the install button and can install updates, but it will change back to 1. I can find what is changing it back to 1.

    Most likely that registry value is being set by a policy (Local or Group) in a legacy policy setting known as "Remove links and access to Windows Update" which is found in \User Configuration\Administrative Templates\Start Menu and Taskbar
