  • Is it specific application that asked you to disable Anti-Virus or is it a message for all apps?

You should always use updated Anti-Virus and I suggest enable Windows Defender and update your Windows and run a full system scan.

  • I tried all the suggestions I found on the subject, and finally decided to reinstall 8.1.  The issue for me turned out to be one of Permissions.  These are my Notes To Self:

"When I installed ThunderBird, I wanted to use the cheater's method of just dropping in an old profile.  Problem is, when I messed with Permissions, I lost the Start Apps again.  I used System Restore to go back, and the Apps functions were restored, but of course I lost some programs.

I reinstalled Thunderbird and then set a new restore point so that when I changed permissions I wouldn't have to redo everything again.  What I found, however, is that some of the Permissions settings had stuck:  Now I could get into C:\Documents and Settings\Users\Me\Application Data\Thunderbird and make the changes I needed to.

So in the future, right before changing Permissions, set a restore point.  If Apps are disabled, roll back to that restore point, and hopefully permissions remain while the Apps are fixed."

Hope this helps someone else, as it certainly drove me nuts!
