Applications Not Responding

Hi,
I recently upgraded to Windows 8.1 from Windows 8 Pro and yeah I needed to do the clean install since normal update was just not working. Anyways, after upgrading to 8.1 several of the applications like Skype for Desktop, IDM, Downloads Opened from Firefox all launches with a not responding state. Eventually all applications do start but they take quite sometime. In case of Skype it's easily 5-10 minutes. Today I even tried to open services.msc and that too took quite a long time to get from not responding to finally opened state.
Can someone please suggest any solution to this annoying problem?

Hi,
I found that the issue could be caused by access denied of folder C:\Users\Zeeshan Haider\AppData\Local\Microsoft\Windows\WebCache\.
Let’s try to take ownership of this folder. Please first show hidden files.

How to "Take Ownership" of a File, Folder, Drive, or Registry Key in Windows 8
If you have installed 3<sup>rd</sup> part security or antivirus software, please remove it for testing.
If we cannot get this issue fixed, please run process monitor and capture the behavior when opening skype.

Setup a filter in Process Monitor to show only the events generated by Skype. To do so, please go to the Filter->Filter menu, or hit Ctl+L on the keyboard. In the filter menu that pops up, change the Architecture property in the first drop-down menu to Process Name. In the text box after the second drop-down menu, type in the name of your application: skype.exe.

I tried by taking ownership but that didn't work and I don't know what do you mean by 3 <sup>rd</sup> part. Can you explain it in detail?
Anyways, I run the process monitor and here is the link to the attached logfile:

Notice the time it took from launching to the first time when I'm able to actually interact with the Skype's UI.
By the way, I'm also having problems installing 3ds Max 2014, so I asked for help on their forums and they said that I'm being blocked from accessing my temp space with the installer. That was the error the installer showed: http://img853.imageshack.us/img853/6065/25ek.png
Since, you also talked about taking ownership maybe the two issues are linked?
