Can't create new SharePoint website

  • Good day colleagues, my situation is as follows:

    I purchased a VPS with Windows Server 2012. I installed SharePoint Foundation 2013, when running sharepoint service center manager had a configuration problem. I solved it by running the following line in the cmd:

    cd C: \ Program Files \ Common Files \ microsoft shared \ Web Server Extensions \ 15 \ BIN>

    PSCONFIG.EXE-cmd create ConfigDB SkipRegisterAsDistributedCacheHost

    (This avoids the AppFabric configuration and registration.)

    My problem is I can not create new applications or web pages in SharePoint because the "New" button is disabled. As an administrator I have ALL permissions. I don't know if some  anomalies may have had installation.

    What may be needed to allow me to create a SharePoint site and start working?

    I am administrator and I have all possible permissions, what are alternatives to me.
