I experienced this issue myself. In my environment it only seemed to affect 32-bit Windows 2003 and Windows 7. I saw problems with services on desktops/laptops and servers not starting during boot. It was especially problematic on laptop where the WLAN service would not start so the user could not use Wi-Fi. I also experienced problems with services on Citrix XenApp servers not starting after a reboot (I reboot them every night).

Update signature definitions to resolve performance issues in definitions starting with 1.141.2400.0

Here's the contents of the posting:

"Some users of Microsoft antimalware products have reported a performance issue with signature definition versions starting with 1.141.2400.0 (12/21/2012 1920 UTC).

The current definition files, since 1.141.2639.0 (12/27/2012 0625 UTC), resolve this issue. If you have a signature set in the affected range, please update to the current definition files."

I'm interested in knowing if anyone else was impacted by this.

Yes, we encountered some strange issues which we finally attributed to
    Forefront definitions.

In our case, people could not log on for up to 45 minutes in various
configurations where they could not get past the GINA or were stuck at
    applying personal settings.

We determined it was for front by finally getting the computers to
start in safe mode and disabling the Microsoft Antimalware Service and
rebooting. After that, it behaved as normal, but if it was re-enabled
and rebooted it went back to being a problem.

So finally after forcing a definition update the issue came clear.

In our case, I think all affected computers also had a Cisco
AnyConnect VPN software installed, although the symptoms appeared even
without a VPN connection and in some cases even without a network
    connection.

Thanks for the response Harry. I was surprised I didn't see a flurry of activity on this forum due to the issue. It was very time consuming for me last week.

    You're welcome.

I agree it was strange not to see lots of activity as it sure caused us some grief and definitely consumed lots of time. :-)
