Hi,
check if you have enabled the notifications in the filterlist: http://technet.microsoft.com/en-us/library/cc483075.aspx
"To configure notifications when the filter is matched, using the Notifications drop-down list, you can select Never send notifications to prevent the sending of the Keyword filter matched notification, even if it is enabled. Otherwise, when Use notification settings is selected (this is the default), FPE uses the configured Keyword filter matched notification settings."
Next thing to check if the notifications for keywords have been enabled and configured globally:

actually i did, all the steps... unfortunately i got the same result....
is it supposed that the "administrator" receive an email , or maybe the sender receive an automatic reply that explain rejection of his email ??
or maybe i got the idea in the wrong way

Hi,
it depends how you configure the notification. Do you have added any email addresses in the fields to, cc, or bbc after enabling the notification for the event?
You can select who should receive an email, internal sender/recipient, external sender/recipient. If there are no recipients configured no one will receive an email. Can you post the result of the following command in the FSE management shell: Get-FseNotification -Event keywordfilter | fl event, role, enabled, to,cc,bcc
Greetings
