Exchange Edge doesn't start on TMG

I have installed the Tmg with the exchange edge server and FSE on it. I firts installed Exchange, than FSE and as last TMG. After the firts reboot exchange didn't start. In the event viewer I fount Event ID 7023

The description for Event ID 7023 from source Service Control Manager cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.If the event originated on another computer, the display information had to be saved with the event.
The following information was included with the event:
Microsoft Exchange ADAM

</Event ID 7023>
I tride to start exchange but get the same error
I reboot the server again.
Exchange is still not running. But ISASTGCTRL is also not running. Same EVENTID but now for ISASRGCTRL.
What is my next step? Can anyone help with this issue?

If I understood what I have read correctly you need to install FSE and Edge BEFORE you install TMG.
