isa 2000 server "200 Type set to I" error

I have a windows 2003 server with ISA 2000 as proxy. On all my clients, whatever browser I am using, I get this error when I try to download something via FTP:
Server error message
ISA Server:
extended error message :
200 Type set to I.
200 PORT command successful.
425 Can't build data connection: Connection refused.One example, the download buttons on this page:
On this forum I've found this trick:
When we press download it gives us the ISA server extended message however when we replace ftp://ftp.hp....... to http://ftp.hp......... in the url it will download the file.
It works, anyway is it possible to resolve the problem in any definitive way?

ISA 2000 is a really, really dead product... :)
Anyway, as all the commands are sent over the control channel in FTP, I would validate that the FTP filter is bound and enabled. I haven't got an ISA 2000 server anymore online and my memory is a bit faint here...
