[HELP] Allow only specific IP address to access internet?

Hi people,
I am using Windows Server 2008 R2 Datacenter and I am using Hyper-V to create VPS and renting to the customers.
I have buy four sub net for my server, but last day's I had a big problem.
One of my client's is assigned IP address which is not on my sub net (the IP address is from my ISP but it is not on my sub net) on his VPS and I received this message from my ISP:
"We have noticed that you have been using other IPs from the same sub net
in addition to the main IP mentioned in the above subject line.this log shows your MAC "xx:xx:xx:xx:xx:xx" and the NIC with this MAC uses this IP
xxx.147.xxx.xxx. This IP is not related to your server so we need to block your server"Now I am planning to install Forefront TMG 2010, can some expert please tell me, can I via Forefront TMG 2010 setup that my customers on server can use only IP addresses that I have on my server ? Please provide me some solution for this problem.
