We have ISA Server 2000 running on a Windows 2000 Server.  I've bought a new Server to be based on Windows 2003.

Is there a simple way to move the existing ISA Server 2000 setup, configuration and rules to the new Server?

    Unfortunately, no.
Although you can export from ISA 2000, you can only import to the same installation instance.
You can't use an import from one installation to populate the policies at another installation.

Does that mean that the only option is to get the two server ISA installations running in parallel and manually configure the new server with the same settings and rules, which will be more time consuming, before taking the old server offline?

I havent try'd this so its just a teori.
ISA2000 have upgrade path to ISA2004 using ISA2kExport utility.
If you "upgrade" your original ISA2000 -> 2004 you would then be able to export configuration and import into your new ISA2006.

But...!!! I wouldnt do that. Since the diference between ISA2000 -> 2006 is so huge i would take the time to reconsider my rules and settings and build a brand new ISA using the modern design of ISA2006.

You can't use that utility to move from ISA 2000 to ISA 2000.
There is a script on isatools.org that can help move some of the rules, but it doesn't do a complete job.
    http://isatools.org/tools/isaexportimport.zip is the script package.
