Forefront Protection Server Management Console - Windows 2008 R2 SP1

I am trying to install the Protection Management Console on a"fresh" install of Windows 2008 R2 SP1. It errors out on me with the following message:

The SQL Express part installs fine. Its just during the console install. I am doing the install with Administrator rights.

I have seen this before and it was due to a local security policy setting being enalbed.
Make sure that your “Local Security Policy” (under Security Settings – Local Policies – Security Options), "Network access: Do not allow storage of passwords and credentials for network authentication” is Disabled.
That should alleviate the "There is a problem with this Windows Installer package" error and allow the install to continue.

I have the same issue above and the settings for "Network access: Do not allow storage of passwords and credentials for network authentication” is Disabled. are correct any other points i may be missing
