run exe on startup in safe mode

is there anyway to run this file in the safe mode?

The quick answer is no. That is the whole point of dsafe mode. Safe mode means only run basic OS components so teh system can be diagnosed.
You need to post questions like this to the platform forum for Windows 7 Developers.
