MBSA install failed

I just download the file mbsasetup x64 on my workstation which is windows 7 64 bit.
When I click install, it gives error :
The installer has encontered and unexpected error installing the package, error code 2738.
what could be wrong, thanks

or type the following from an elevated command-prompt:
REGSVR32.EXE VBSCRIPT.DLL
