Can't install windows 7 on HP PAV from image

I was having troubles with memory dumps and decided to re install windows as this fixes 99% of windows issues.
I purchased my comp from best buy and they did me the dis service of creating my recovery disks for me and then loosing them before delivering them to me so i am trying to this off the recovery drive.
It completes all the unpacking of the files and installs them but when windows attempts to start for the first time at the "welcome" please wait screen it makes the error noise and then reboots the system and thus begins the loop...
I was thinking that maybe this is a hard drive issue and am currently running the disk diagnostic tool from the bios menu.
Any ideas would be greatly appreciated.

Hi,
Firstly, based on my knowledge, it is mostly like a hardware related issue. Except for checking the hard disk, please also check the memory, graphic card, NIC and remove all unnecessary devices.
In addition, it seems that the installation fails at the Windows Welcome phase, you can boot from Windows PE to obtain the logs which are included in the special phase.

Regarding how to prepare the Windows PE environment, you need to install Windows Automated Installation Kit.
