Evidence for Implementation of a Test Lab

I am trying to justify the time and expense of building a Test Lab in which to implement changes before going into production. I was wounding if anyone had a good link to a study or other evidence that people/process or changes in particular are the cause of most critical issues that include downtime of service.

If you use the POC framework to present how many important is the test lab and show that Microsoft and your partners work using this? Take a look:
