WAT access via url in browser on local machine

can get to the WAT via Visual Studio tools, however I want to have a link on a
webpage that if the user is on the local machine they can click the link and
access the WAT.
Access via Visual studio uses the link below, however this only works with a
port number which could be different for each user that installs my
website.
http://localhost:64416/asp.netwebadminfiles/default.aspx?applicationPhysicalPath=C:\inetpub\wwwroot\CMWebManager\&applicationUrl=/CMWebManager
Would appreciate any help.

What is WAT short of? Does it stand for Web Accessibility Toolbar?

WAT stands for the to create users, roles, profiles, etc..
As mentioned I can access the website administration tool from the Visual Studio Website tab when I select ASP.Net Configuration. I want to access the ASP.Net Website Administration Tool from my website via a link if it is on a local machine.
I tried setting a link on my website using the address I got from Visual Studio but it has a specific port address which will not work for my users installing my website on their server.
Please let me know how best to address this issue.
