The only thing reseting the counts will do is to reset the counts. The only trigger for the "traffic lights" changing color is the number of events in any given category, so yes, resetting the count will make the color go green, but it will not affect anything else.
In some cases you expect the number of a given event to become higher than the number required for it's component to change color. In these cases you can/should change the threshold under Site settings -> Status summary -> Component Status Summarizer. But remember, this is not the way to go if there are actual errors that is the reason for the traffic lights to change.
