Access to iTunes Store blocked by Windows 8.1 Upgrade

Since upgrading from Windows 8 to Windows 8.1 I have been blocked from accessing the iTunes Store.
When I click on to iTunes, it gets three quarters of the way through the connection process then delivers the following message:
iTunes has stopped working
A problem has caused the program to stop working correctly. Windows will close the program and notify you if a solution is available
It presents a "Close Program" button
I have worked through numerous solutions none of which has produced any change.

Copy QTMovieWin.dll from: C:\Program Files (x86)\Common Files\Apple\Apple
Application Supportto: C:\Program Files (x86)\iTunes
