Problems importing GPO

Recently I've been trying to import a GPO into SCM 3.0. The process eventually stops responding immediately once the GPO is imported. After having it run for 4 days it has not imported (running on Windows 7 ent 64bit, all prerequisites for SCM are installed). Smaller GPOs work fine. If I check what's going on with pcmon.exe I can see threads being written.
GPO was backed up and copied across to a local machine. Have tried the same GPO on 2 machines with identical results.
Any assistance would be appreciated
