LocalGPO Export does not work for User Rights assigned to No One

I'm using LocalGPO to export local group policy and create GPO Packs. Unfortunately, I cannot remove all users from a User Rights Assignment because it treats is as not configured. This is an issue because the default for "Debug Programs" is set to Administrators and I am unable to remove it using only LocalGPO.
I know that I could import the template into SCM and configure it to "No One" but I'm unable to use SCM due to several bugs with the import. I need to create my templates by configuring a machine them exporting with LocalGPO. I have tried SCM several times but it breaks some settings and usually crashes on imports due to my 600+ Trusted Sites being assigned in LGPO.
Is there any way to configure "No One" on a User Rights Assignment when exporting with LocalGPO?
