SCm for Exchange Servers

Dear All,
We have Exchange 2010 Sp2 servers on Windows Server 2008 R2 servers. I need to harden the SCM for these servers. by questions are
1) SCM has some Group Policy, should i apply them for group Policy or local policy on exchange servers ?
