Depends on what's triggering the reboot. Configure itself has no method of notification or sending email for any events (its not an event driven application). But if you are rebooting using a TS or software distribution you could be build it into that process.

What is the goal f the email? Simple notification? Preventative?

i would have to say preventive.
i wold like to to track and know when exactly is a server rebooting following a sucsseful advertisement of the ConfigMgr or the windows update agent. it is more for the learning and documenting process than anything else.
if I understand correctly, i can install configMgr, than package Windows update manager and trigger an e-mail?

We do automatically notify of a restart for software updates if deployed via us. So there is a notification when the countdown has started.
