Say I have users that needs to install an update before I deploy them.
This is so they can update a component that is blocking them.
So how can I configure WSUS and SCCM to allow users to preempt and download
pushed updates before I deploy them?

    Hi,

That's not possible unless you give them direct access to Windows Update.

    Hello tconners,

You must deploy the update and then the agents could be notified.

    Thanks,
