BITS download problems with Windows 2000

I have the following scenario: BITS downloads seem to fail because you need to provide proxy settings to clients.
You could use BITSadmin to define proxy settings, but unfortunately BITSadmin doesn't work on Windows 2000.
And to make matters worse: I found from MSDN's BITS reference:
Windows 2000: You cannot specify Internet Explorer proxy settings for LocalSystem.
Is it possible to somehow to define proxy settings for BITS on Windows 2000?
(I know this is not directly a ConfigMgr question, but BITS is quite extensively used with ConfigMgr)

From SCCM product point of view, we do not support proxy server for :
1) SMS 2003
2) SCCM 2007
a. Intranet clients
Note: We do support proxy server for Internet clients in SCCM 2007, but Windows 2000 clients are not supported for Internet.
Hence, Windows 2000 clients are not supported for proxy server configuration for SMS/SCCM.

Sorry, never heard of this issue before. And since no one else has responded with any thoughts, it sounds like you may need to hit someone in the Windows group.
However, as stated, I've never heard of any proxy configuration that must be done to allow clients to download BITS. It is coming from our management point (at least when clients are installing it).
For Windows 2000, you do need to do a reboot after it gets installed to get it working, so that we can then use BITS to download the rest of the client files. I've done installs on Windows 2000 before, and never had to do anything with any proxy configuration.
