It sounds like a BITS policy. check the compuer client agent settings and the BITS tab. Also make sure you don't have any BITS policies in your GPO's.

Check the Webdav and IIS settings to see if you have a Bin folder or other file type that is blocked.  Is every client have the same problem.
What is the application you are deploying?

Verify IIS handler mappings under client package virtual directory, ISAP1-dll, WebDav and Static file are listed and enabled. if these are not listed it will cause some .exe files download issues.

How big is your package? I have seen one other customer reporting the same issue. Can you check the DataTransferService.log file on the client to see if the download has even started?

    Thanks,

It is about 500 Meg, it is the One Note Program, the log is saying downloading data starting at 10:37, which is about an hour ago.

    Dear,

    Supplement to previous posts.
To see if this is really bits you can check

    - datatransferservice.log on a client computer that is running the process.
    - from an administrative command prompt run bitsadmin /? for all options.

Typically there might be a GPO that limits bandwith
