Add a property to hold CI's in a request

I would like to create a request where a user can select multiple programs (these are CI's) and multiple users (Ci's)
This is a request for ordering Application X+Y+Z for user X+Y+Z
I can't figure out what kind of properties to extend the requestClass/form with to hold this data.
Next step is to create a request offering for this request.Ow
