Many Metro Apps No Longer Run After 8.1 Upgrade

I downloaded and installed the Windows 8.1 upgrade on my laptop (which had no problems). The upgrade took awhile but produced no errors. I just started using it as normal and (web browser, email, poking around at new features). Eventually I clicked on my News360 app - the splash screen comes up for about 1 second and drops out of site. I decided to take inventory. I found the exact same results for: TuneIn, PodCasts, LinkedIn Touch, LinkedIn, Microsoft Mahjong, Microsoft Reckless Racing. All of the core Microsoft Metro apps work fine (Mail, Store, IE, Finance, Weather, News, Sports...
Symptoms are the same for all failures - 1 second of splash screen, screen drops out of site. Also, if I swipe from the left side of the screen (to bring up an "open" app) these broken apps slide over as if they are still in memory but quickly drop away. If I bring up the app list on the left side of the screen, they are all there but if I click one to bring it up, it presents itself then drops away. None of these "failing"apps show in the task manager as current processes but I can find them under the history tab of the task manager.
I've made no changes after the upgrade process so restoring to a restore point doesn't sound like an option. Also, I should point out that I've tried uninstalling and re-installing some of these failing apps and there was no change.
I find event log entries in the applications event log for these that look like this:

Any help would be appreciated. I would really hate to have to restore my laptop to original purchase condition of 11 months ago and start over.

Hi,
Even install a new App(you haven't installed before) that you encountered this error again?
I think this issue might be related to the user account, did you use the same MS account to upgrade to win8.1 and install Apps later? I suspect the PC is using a MS account at setup or startup, but then we install the App with another MS account, that might cause the conflicts. Please try other accounts, test this issue again.

I just collected data from my attempt to load Microsoft MineSweeper. Found in the TWinUI/Operational Log after attempt/fail (other modern app failures produce similar log message)
1. A tile has attempted to load an image off disk.
2. The image could not be loaded because it is too large.
3. The processing of a tile notification has failed.
4. The description for Event ID 2095 from source Microsoft-Windows-Immersive-Shell cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer. If the event originated on another computer, the display information had to be saved with the event.The following information was included with the event:

I have the same problem with Name = "AppID">Microsoft.MicrosoftSolitaireCollection_8wekyb3d8bbwe! App
Always has 4 errors:
Apps id 1004: The payload of the notification does not have a definition of a model for the size of the current pane.
Apps id 1003: Running the Analysis of the XML payload of the notification panel failed.
Apps id 2838: Development of a notification box failed.
Apps id 2095: The description for Event ID2095 from source Microsoft-Windows-Shell-Immersive.The component that generated the event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
Screen Resolution 19":1280x1024

Hi,
For this issue, I recommend you first try running the Apps troubleshooter. This tool can automatically identify and fix some problems with apps.
Since uninstalling and re-installing these broken Apps still with no successful result, I suggest you try installing something new other than these broken Apps for a test. I want to see if something is broken all together or just those apps.
It is also recommended to run the Dism /Online /Cleanup-Image /RestoreHealth command to repair any component store corruption, restart the PC afterwards, and then try the sfc /scannow command, check if it can make any difference.

And some registry cleaner might do some help, you also might contact the app publisher, check if they have some good ideas.

Having the same problem. I setup 2 accounts before upgraded to 8.1. They are working ok.
After upgrading to 8.1, any account I setup is showing all apps with the x mark. Even the store.
Spent 3 hours with HP for support, since it's a new computer. They tried everything. Couldn't fix it. Now they want me to reset and go back to 8.0. What a waste of time.
If 8.1 is not ready yet, why did Microsoft release it? Something as basic as a Metro apps not installing is just appalling.
And this is a new HP laptop. When I was younger, I had time to fiddle around with this kind of stuff. Now, I just want stuff to work. This may force me to go buy the MAC.
BTW, already tried all options, like troublshooter, etc.. -

I am the only one in my house-hold, and don't have multiple Microsoft Live-ID Accounts 'for the grab' some where in a small drawer, like families do with more then 1 kid, and I'm personally having:1) Microsoft Live,

4) Yahoo,
5) Oracle/Sun,
6) Cisco,
7) VMware,
8) LinkedIn,
9) My own ISP/Email,
10) Hyves Games,
11) Accounts.., etc. etc. and so on, and so on..., I think about 30-35 Accounts?
And you want me to make an extra account? Ridiculous/Bullshit. It's not my account that has it's problem, it the upgrade installation of Windows 8 -> 8.1 SP1 that can't pick up the old info, and take it to the next level: SP1! Sorry to say it so hard - but this is nothing but the truth!

I'm having the exact same issue with my Modern Apps (although baked-in Apps such as News and Finance work fine). This isn't even after an 8.1 upgrade (I'm on a Surface Pro 2). Literally everything worked fine last night. I updated Windows Defender and a language pack this morning and everything is broken.
I am trying the Dism /Online /Cleanup-Image /RestoreHealth command now in an elevated cmd window and hope this resolves it.
EDIT - this didn't work. All my store-downloaded Apps continue to fail. Being on a domain, re-creating my profile or refreshing the computer and reinstalling 4 dozen desktop programs (like SCCM 2012, Office, etc) is not exactly something I'd recommend as a solution. What's next?
EDIT 2 - A bunch of updates just pushed through from Microsoft. After spending all day on this, whatever these updates were appeared to have resolved this issue. One was a firmware update that failed to apply with error 80070490 but since my Surface Pro 2 works again, I'm not going to investigate.
