    DEP Opt-Out is the default value for a Windows 7 installation. This is fine, programs can ask to not use it and it helps with compatibility. The problem is that when EMET is installed even with "Opt-Out" enabled it's still breaking programs, purely by being installed, and not with applications being forced to use the settings.
