QuestionE-mail policies and archives in exchange 2010

I was trying to create a user with the archive feature enabled in 2010 but when I created the user I wanted it to use the email policy I had created (delete junk e-mail after 60 days and deleted e-mail after 60 days) but it said I couldn't.   If I don't select the policy it works.   Is there a way around that?

Can you please explain bit more in detail with steps/cmdlets?

    Thanks!

    I don't use no stinkin cmdlets :)

I went to Oraganization settings, mailbox, Managed folder mailbox settings - Set the length for deleted folder, set the retention length for 60 days.
Then I went to recipient configuration, mailbox, new mailbox, new user, put in user info,  I select the database, then managed folder mailbox settings, then select create archive folder.   I'll get the error "user" cannot be archive enabled with managed folders policy.  "archives are supported only with retention policy"
