    We just upgraded our Exchange farm to SP2 RU3 and following the upgrade we encountered an issue in which Support services guided us to disable the scripting agents as they were preventing us from opening EMC.

    Now when I try to issue a local move request from one server to another I get:

    Yet we have the scripting agents disabled.. and the files are still in those folders...  Any ideas how to resolve this?

    I assume if you enable the agent it works via the EMS?

    Was this file modified in anyway? If yes, can you copy from another server to the same location (Backup existing).

    No enabling the agent does not fix the problem.   The error comes up regardless if the agent is enabled or disabled.

    Can you remove the RU and try and reinstall?

    I assume both servers are on the same SP & RU?

    A complete system reboot of both Exchange servers after the scripting cmdlet was disabled allowed the moves to occur.  We have not tried to reenable it.
