Setting Delegates from Powershell or EMC doesnt stick, but From Outlook ok

It seems that when ever you set a resource room to forward all requests to a delegate, even though the settings are correct in the resource. IT never sends the email. When i tried this in Outlook i noticed the "send to delegate" button wasnt ticked, even though looking at the resourice on the EMC and EMS, there was a delegate set and send as was also set
So why in outlook would the "Forward to delegate" not be ticked and but when viewing on the EMC and EMS it was
