Calendar sharing for specific domain

Hi all,
im trying to setup calendar sharing between two partner organisations.
In my test lab - i have gone through the following docs/links...

I initiall had issues because i set the external url without the /owa - but one of the about articles helped out with that.
I am not at the point where i have succesfully published a users calendar externally, when i do it anonymously. However, if i create a sharing policy for a specific incoming domain only (e.g. partnerCo.com) - the calendar is no longer shared accoring to the get-mailboxCalendarFolder -identity <mailbox> command... additionally, i no longer have the option of sharing the calendar via OWA.
As a side note, i have also noticed, that when i do have anonymous sharing enabled, if, from outlook 2010, i try to share the calendar with a person from the partner organisation, i get an error "Calendar sharing is not available with the following entries because of permission settings on your network" - other posts, such as this one - http://social.technet.microsoft.com/Forums/en-US/exchangesvrclients/thread/d9b33281-d7bb-4608-8025-16fb26643d0d/ have suggested to choose the name from the GAL - however, this person is in another org, so they're never going to be in the GAL! So i find that answer very perplexing.
The goal is to have each organisation be able to see the others free/busy information, so that they can book meetings together. I assumed this would be possible using the full outlook client with calendar sharing - but what ive seen at the moment has me worried it may be for web use only.
