Exchange 2010 DAG Test-ReplicationHealth QuorumGroup failed

Dear all,
I am having an issue about Exchange 2010 DAG QuorumGroup failed
Exchange 2010 Information
UAG-Exchange = 172.16.70.14/24
UAGDR-Exchange = 172.16.100.14/24
I can ping, nslookup all pass, database all mounted and healthy, even I can manually failover database each other via Exchange Management Console also no issue.
When I go to Failover Cluster Manager, it show offline, I want to bring it online and it show me the error message:
Error Code: 0x80071736
The Resource failed to come online due to the failure of one or more provider resources
I already set the permission for the cluster shared, and able to go in to that shared folder via FQDN or IP address also no issue.
Below is the screenshot when I run the command Test-ReplicationHealth and it indicates QuorumGroup failed.

Where is your Witness server?
Is it healthy?

Yup, is in another server, able to ping, nslookup, able to access by //servername/witness path
check the event log also dont have any error

Do you have extended MAPI and replication networks? May be it's network problem?

i don't think so... and it will work perfectly via manual failover
For the network side I believe still ok, ping rate, nslookup and tracert all pass

Hi ,
Please verify the Cluster service is stared.
How do you configure network for DAG ?
Configure the NIC for both the MAPI network and Replication network:
