Is this issue occur on one user or all the users on the Exchange Server?
If you enable pipeline tracking to check on the problem emails, will you get any clue?
Enable Pipeline Tracing

Run Get-TransportAgent and see if you have any third party agents.
Do you have any spam filtering application installed on exchange server
Is it happening when the attendee is internal user or external user?
As Evan said, you can enable pipeline tracing to check which agent is modifying the email property
To narrow down the issue,
Lets disable the third party spam filtering application and reset Microsoft Exchange Transport service n then check
Still issue persist, Run the command to disable transport agent Get-TransportAgent | Disable-TransportAgent n then reset Microsoft Exchange Transport service
Let us know whats the result

The issue is only for External users in different domain.
and one more issue we are facing is forward meeting notification for some users.

You mean to say even if none of the attendee forwards the meeting request, Organizer gets meeting forward notification?
Hows your external mail flow is setup. I mean From Hub transport server it directly goes to internet or you have something in between HUB - Internet.
Have you tried the steps i had mentioned in earlier post

Hi Ashok
The summarize...
a) meeting-requests between the mailboxes on your server...is working fine
b) meeting-requests to gmail,lotus-notes are also working fine
C) you have a set of external receipients who are facing this issue
d) if you carefully examine.....there should be some other Exchange servers...which should receive the calendar-items as calendar-items...without any issues
IMO,
> Either the sending organization or the receipient org. would've subscribed to the 3rd-party scanning\filtering modules...which could cause these type of issues.
