1. First please try to check the registry value on AdminTools.The location should be: HKLM\SOFTWARE\Microsoft\Exchange\v8.0\AdminTools.
There we can find the Configuredversion and Unpatchedversion should be 8.1.240.6.
2. Please check if watermark registry there.
3. Please check the following registry value.
HKLM\SOFTWARE\Microsoft\Exchange\v8.0\setup
MsiBuildMajor f0
MsiBuildMinor 6
MsiProductMajor 8
MsiProductMinor 1
4. Please stop and disable all the antivirus related services

You want the watermark deleted, correct?
You want any other values in the registry set to those you specify above, even if they reference newer values?

If we have watermark,then please check ADD/Remove to see Exchange SP2 has been listed there.Please try to Remove the SP2 from ADD/Remove.
Please backup the regirsty and then modify it.

Xiu In my case, after an 8 hour call with MS support they concluded the only way around this error was to un-install Exchange 2007 from the hub server and re-install. Not fun.

So have you guys found a solution to this?
Did you have to "re-install" Exchange Server 2007?
In any case, to add more data to the mix, our situation is as follows:
1 - We have 3 sites
2 - Site 1 - 2 Exchange 2007 Servers. One running on Windows 2008 SP2 Server the other running on Windows 2003 R2 Server.
Site 2 - Exchange Server 2007 running on Windows 2003 R2 Server
Site 3 - Exchange Server 2007 running on Windows 2008 SP 2 Server
3 - Upgraded Sites 1 and 2 with now issues.
4 - Upgraded Site 3 and received the error.
(What would be "This role cannot be installed because the following roles are not current: AdminToolsRole".)
Site 3 still seems to function...
The "Store Service" was disable after the upgrade, but re-enabling it everything seems to be working properly. (Properly for sending, receiving, delivering Emails.)
Site 3 claims, VIA the Exchange Console, to be SP2 but it isn't, at least fully, SP2.
Backing up using the Windows 2008 Server Backup causes the "consistency check" to start, and finish with no errors, but the log files are not removed. (Again there are no errors at the "Backup Startup", during the "Consistency Check", or "At the Conclusion of the Consistency Check" in the Windows Logs.)
Currently I can only be here a "limited time", so I can't afford the time to "bring down the Exchange Serer and rebuild it".
(Hopefully this one will continue to function reasonably well until November.)
Of course if you guys managed to reach a remedy that provides full SP2 functionality and doesn't require bringing down the Server and rebuilding it that would be great!. (Or installing a new one and moving the Mailboxes over to it, which is probably what we would do.)

I have same problem in the testing environment (All servers in the VMWare's Virtual Machine).
Windows Server 2003 R2 (latest service pack installed) is Active Directory Domain Controller and FSMO.
(This testing environment including other ADDC servers and not have any master)
Windows Server 2008 Standard SP2 x 4 (No ADDC)
Two Win2008 servers installed Hub-Transport Role and Client-Access Role of Exchange Server 2007 SP1 Rollup 9. (Called HTCAS1/2)
Other two Win2008 servers installed Mailbox Role of Exchange Server 2007 SP1 Rollup 9 .(Called MBX1/2)
I was Schema Prepareing by Exch2007 SP2 Install Wizard on HTCAS1 becouse this server is first server of installed Exch2007 SP1 and RSAT-ADDS tools.
Next, Upgrade to SP2 step by step at first HTCAS1, HTCAS2 and MBX1.
When MBX1 upgrade, result is so "not current: AdminToolsRole".
I was try many times back to the snapshot of virtual machine, and I find a solution(?)/ corrective step of upgrade to SP2.
* But following information is not any warranted, Please own your risk.
1. Do the PrepareSchema setup.com command (do not use Install Wizard(GUI))

3. (Win2008 only?) Windows Firewall Service is need running but "Disabled"

Windows Firewall is go disabled. If Windows Firewall is enabled then setup is failed registry modify.
4. setup.com /mode:upgrade /DomainController:<FSMO Server FQDN>
* If you see error of "MSExchangeSA can not starting", this is so OK I think.
please check the Exchange Management Console and Sever Version displayed.
This error is required server reboot.
After reboted, check the registry.

You can see the version number 8.2 on Management Console, then ConfiguredVersion value is modify the manualy 8.2.176.2
5. Windows Firewall service is stop and disabled becouse not recomended(?) use firewall between CAS and MBX role servses.

> sc config mpssvc start= disabled
6. e-Mail checking.
It doesn't end in strange English.
- Tried the recommendation above of manually modifying the "ConfiguredVersion" value to 8.2.176.2 (original value was 8.1.240.6). This gets me past the "AdminToolsRole" error, but then the installation bombs out with the following error:

I noticed that after the original setup failure on our mailbox server, all Exchange services were shut down and set to disabled. I tried changing those services back to automatic and starting them up, but when I re-run setup it fails with the same error and I can see that the system attendant service stops during the setup process.

This error log's point is "The Service cannnot be started, either because it is disabled".
This means some Exchange Services was not running.
Please check "services.msc" MMC snap-in.
Exchange Server 2007 SP2 installer was Exchange Server services stop and disabled durring setup,
and when fail and abort setup, then that services are stay "disabled".
If you check "Microsoft Exchange System Attendant" or "Microsoft Exchange Transport" and other Exchange Services,
these are stop and disabled, then you change the start mode to auto, and start services again.

sc config MSExchangeADTopology start= auto
sc config MSExchangeIS start= auto
sc config MSExchangeMailboxAssistants start= auto
sc config MSExchangeMailSubmission start= auto

Do you want re-run setup of Exchange Server 2007 SP2 installer?
(In a word, have not the installation of SP2 to be yet have ended?)
Then please check the W3SVC and IISADMIN services.
Exchange Server 2007 SP2 setup is need a read IIS MetaBase this means need a W3SVC and IISADMIN services.
But, setup is stop and disabled durring setup process.
You need a thease services change to running.
Please try following command on "Command Prompt"
sc config w3svc start= auto
sc config iisadmin start= auto
sc start w3svc
sc start iisadmin
and re-run Exchange Server 2007 SP2 setup.

Some cases value of "UnpackedVersion" and "ConfiguredVersion" are different.
Thease values are different, then problem is occur (I think, my experience).

How did you go with the SP2 Upgrade ? I wish you good luck and please share your story here.
I'd like to dare myself for the sake of Weekend disaster recovery simulation, I'm planning to install Exc. SP2 as it can simulate a disaster situation :-o)
if anything bad happens during the upgrade I can just rollback using the backup image from 3rd party image backup.
but yes, if it is working beter off not to touch it :-(

Divya After opening a ticket with Support here is what we completed in our Environment. The Key is making the ConfiguredVersion Key Match in the registry, if you have a watermark you can delete it as well.
AFter the first attempt of SP2 fails, your services will be stopped and set to manual, set the following to Automatic and Start the service
MSExchange Active Directory Topology
MSExchange Information Store
MSExchange Mail Submission
MSExchange Mailbox Assistants
MSExchange Replication Services
MSExchange Search Indexer
MSExchange Service Host
MSExchange System Attendant***NOTE CAS Boxes may have other services than listed above***
MSExchange Monitoring was the only services set to Manual in our environment.
Also set World Wide Publishing service, IIS admin, and system control manager (SCOM) to automatic and start them.
In regedit, go to hklm\software\microsoft\exchange\v8.0\mailboxrole and add new string value "ConfiguredVersion" with a value that matches the "ConfiguredVersion" in hklm\software\microsoft\exchange\v8.0\admintools
Export the following key and then delete it: hklm\software\microsoft\exchange\v8.0\setup-save (for backup only, will not be used later)
Remove the WaterMark: Delete the Watermark and the Action:Install Key if exist
HKLM\SOFTWARE\Microsoft\Exchange\v8.0\ClusteredMailboxServer
RebootDouble check services are all started and set firewall service to manual and start the firewall service
Run setup /m:upgrade from a command prompt
Once upgrade is complete verify that all services listed above are set to Automatic and reboot again. **IMPORTANT WE HAD TO DO THIS**
After the reboot verify services are started and open EMC. If you receive an error either refresh or highlight another mailbox server and then reselect the one you are upgrading and verify that your Databases are Mounted.
