Yes I recently had this problem after a migration
to solve this problem you must go into the users mailfile who have been migrated through ADSI edit
You need to change attributes to the following
Open properties of the user account using Adsiedit and change both the attributes as follows:
mAPIRecipient: False

- If you need to bulk edit Active Directory attributes you may find ADModify useful.
